First step you need to open Edit Group Policy , you can search in start menu or open it via Run and Type gpedit.msc

After new windows appear, then select User Configuration > Administrative Templates > Start Menu And Taskbar. Find "Remove and prevent access to the Shut Down, Restart, Sleep, and Hibernate"

Right Click and Click Edit.

Then choose enable to remove shutdon and restart from start menu. After you choose enable, click apply. Check the start menu Shutdown and restart menu should be not there anymore.
To Show shutdown and restart again, you just need to disable, and click apply again. Thats It!
